The acronym I put in the title is: Walks, Hits, and Hit By Pitches Per Inning Pitch. Why is it that OBP makes account for HBPs but WHIP doesnt?

The full formula is OBP = (Hits + Walks + Hit by Pitch) / (At Bats + Walks + Hit by Pitch + Sacrifice Flies). Batters are not credited with reaching base on an error or fielder's choice, and they are not charged with an opportunity if they make a sacrifice bunt.

WHIP stands for walks plus hits, all divided by innings pitched. It is one of the standard measures of a pitcher's efficacy, noting how well they prevent baserunners.

Isnt the result of hitting a batter with a pitch- a baserunner????

WHIP was invented basically for fantasy baseball. At that time the team stats were calculated from the Sunday newspaper stats that didn't show hit batters.
