old format vs standard

espn league H2H points....only two sp's one rp all other players are exactly how it is on a real field and that is all also no DH. it is a daily league so you can swap out your pitchers if need be to get to 4 starts total per week. my question is about how the old commish had the scoring format set up as opposed to standard scoring and if the format he used is fair or weakens certain players or strengthens others.

His format hitting= total bases=1pt, Runs=1pt, stolen bases=1pt, caught stealing=-1pt, hitting for the cycle =5pt, outfield assist=1pt, walks=1pt, rbi=1pt, intentional walk gets 1 extra point, ground in to double play=-1, grand slam=1pt plus other points scored, errors=-1pt pitching= innings pitched=0.9pt, win=5, loss=-3pt, earned runs=-1, strikeouts=1pt, walks issued=-1pt, saves=2pt, blown save=-2pt, shutouts=2pt, no hitters=5pt, complete game=2pt, perfect game=10pts

standard format hitting= total bases=1pt, walks=1pt, runs scored=1pt, rbi=1pt, stolen bases=1pt, strikeouts=1pt, pitching = innings pitched=3pts, earned runs=-2 points, wins=5, losses=-5pt, saves=5pts, strikeouts=1pt, hits allowed=-1pt, walks issued=-1pt

it looks like to me that Rp's are pretty much useless in the old format but other than that i don't know if theres much to complain about what do you guys think? also there is currently no batter limit what would be a consensus with that to have one or not. thanks

Here is what I computed for the top 3 pitchers from last year:

Player Old Standard
Kershaw 240 663
Scherzer 321 627
Wainwright 256 578

Considering the hitting points are not that much different, I would say the old commissioner didn't like pitchers very much or at least their impact on the game.
