Sonny Gray. Athletics pitching prospect

the Athletics are calling up pitching prospect Sonny Gray.
Susan Slusser of the San Francisco Chronicle reports that the Athletics will call up Sonny Gray from Triple-A Sacramento.
Gray is expected to be used in relief for the time being, but he could eventually get a shot to start. The former first-round pick has bounced back from a rough 2012 season to post a 2.81 ERA and 107/34 K/BB ratio over 102 1/3 Triple-A innings this season. ... Sonny-Gray

this season in AAA he has 16 starts, 2.81 ERA, 1.27 WHIP, 2.99 BB/9, 9.41 K/9.

last season in AA he had 26 starts, 4.14 ERA, 1.39 WHIP, 3.47 BB/9, 5.90 K/9.

why such a difference? which one is he more like?
if he is pitching out of the bullpen, what are some expectations? should he be good for a high K/9?

I imagine he would be better for someone in a deep league. I'm in a 16 team league so even relievers with a high K/9 are valuable.

I'm not too excited. The command isn't top notch and he doesn't really have much of a third pitch...and his other pitches don't really have excellent movement as it is either. He can reach the mid 90's on his fastball when he needs it but most guys can do that these days so unless it has something else with point control/tons of movement/left handed/etc then I'm just not excited and from what I've read he doesn't really have those things.
