I'm on the Utley and Latos side. I think Utley and Uggla are very close, but I like Latos a lot more than Beachy.
Latos is younger, has logged more MLB innings, had a better 2nd half, and is now moving to a team that will both consistently win him games and field a MUCH better defense (Votto, Phillips, Cozart, Rolen- me likey) . I don't care about the park factor as Latos was equally as good on the road vs. home when he pitched in PETCO. He also pitches in a weaker hitting division than Beachy, as the NL Central lost both Fielder and Pujols.
Latos all day. He has proved he can pitch effectively for 2 years. Beachy hasn't even had a full season of starts.
If you expect Beachy to pitch 200 innings, while maintaining a BB/9 under 3 and a K/9 over 10, then draft him ahead of everyone who is not named Kershaw or Greinke. I'd say 99% of players regress from insane levels to more reasonable levels. Sophomore slumps happen often too. Beachy is certainly going to be a good pithcer, but I've already seen Latos have sustained success.
