I'm a longtime commish who has just formed a new dynasty league (all players are kept from year to year). The entry fee is only $15 for the first season (it will likely increase to $30 or $50 after this season). All money is placed into a pot for the winners. The league rules and info are as follows:
- Live, online draft is scheduled for Sunday, March 29 at 5PM EST.
- 5 x 5 Roto (Runs, Avg, SB, RBI, HR ---- W, K, ERA, WHIP, Saves)
- MLB player universe
- 9 Batters (1 Catcher, 1b, 2b, ss, 3b, Utility and 3 OF)
- 9 Pitchers
- 8 Bench and 2 DL
- 25 minor leaguers (defined below)
- 1200 minimum IP in a season - 1550 maximum IP in a season

Each team will pay a $15 entry fee. Payouts/Prizes
All entry fees will be placed into a prize pot to be divided among the winners as follows: 1st (50%) - 2nd (30%) - 3rd (20%).League Duration
This is a keeper league that will run indefinitely. Each team will be permitted to keep all players every year.
Should an owner opt out of the following season his team will be available for purchase by a non-league member. If no buyer is found, the team will be dissolved and all players on that team will be placed into a draft pool. Minor Leagues
Teams may place up to twenty-five (25) minor league-eligible players (defined below) on their minor league rosters. Any player drafted by an MLB team during the mid-season amateur draft (usually held in June) will not be eligible for inclusion on a Res Ipsa Loquitur team's roster until our league holds its mid-season amateur draft (2 rounds).
To be eligible for a spot on a team's minor league roster, a player must have, over his career, accumulated no more than two hundred fifty (250) at bats plus walks or fifty (50) innings pitched.
Once a player is designated a minor leaguer, he is eligible to remain as such until he is promoted to the manager's major league roster. (Irregardless of the number of AB/BB or IP). This rule encourages the acquisition and development of young talent while prohibiting the use of minor leagues as an extended bench.
Upon signing a Minor League qualified player you will have one week to put him into minor league status otherwise the player is deemed a Major League player for your team. Once a minor league player is deemed a major league player, he cannot regain minor league status by that team. *NOTE* Teams that try to circumvent this rule by subsequently dropping the player only to re-add him into that team's minors system will not be tolerated. In addition, teams that place ineligible players in their minor leagues will earn no stats for that day.Trading
Teams are permitted to not only trade their draft picks but to trade players in the off season as well. There is no trade review (we're all adults here, I trust that people will only make trades that they want to make). If collusion is alleged, the commissioners will investigate. If the situations warrant, the commission will implement a trade review process.
Trading Draft Picks (During the season)
Teams may trade their draft picks for the current season's mid-season amateur draft so long as all teams involved in the trade have submitted at least 50% of next year's entry fee. Pitchers
Pitchers will not be subdivided into starters and relievers. Instead, a team's pitching staff must pitch between 1200 and 1550 innings at year's end. Failure to do so will result in sacrificing points obtained in pitching categories. Successive Season Fees
Unless agreed upon by the majority of league owners, the yearly entry fee will remain $15.
