Because the costs are huge. Every single bill machine in the country would have to be replaced. All vending machines, ATM's, slot machines, stamp machines, the list goes on and on and that's not even factoring in the cost of producing new bills and destroying the old.
Also, where does it stop?
Do all goods in the country need to be sized and packaged in order to be able to be picked up by someone's teeth (for those who were born without hands or deformed hands)? Really no difference. In both cases, the person in question needs assistance to live their life. Why cater to the blind person, but not the deformed person?
Seems like a slippery slope to me.
We live with the hand we are dealt and move on.
