What is a Good # of Keepers for a League?

What fun is a league in which the owners arent willing to incorporate any changes? My league keeps 5 keepers and this makes it more competitive for teams to improve from last year. Also it means that you have to be more involved in managing your team and looking for every oportunity to improve it. Otherwise it just becomes stagnant. I think the owners in your league are just lazy and are willing to put in minimum/less effort which would be required in the case of 12 keepers.

Contract System

my league uses a contract system:
each team has the following contracts:

-1 5year contract
-5 3year contracts
-10 2year contracts

All contracts must be assigned before the start of the season, we have penalties if teams go into a season with too many contracts (they lose draft picks). Once a players contract expires, they become a free agent.
