Let's do an example. Let's say we've got your typical Yahoo league with SP, SP, RP, RP, P, P, P, daily changes and your 12 ip minimum. We have wins, saves, era, whip and k/9 (instead of k).
Knowing that the minimum IP is 12 I draft BJ Ryan relatively early. I also snag Joe Nathan around the same time. Later on in the draft I grab Huston Street and toward the end take a flier on Jose Valverde. Finally I get Zumaya. Between those 5 guys there's a chance that some weeks won't even require me to use a starting pitcher at all. I'm going to win saves almost every week with those relievers. I should win era/whip almost every week. And that set of guys should absolutely crush teams in k/9 ending up way over 9 k/9. I might even steal the wins category if I get lucky some weeks. There's not really a reason to roster starting pitching in that setup and that's why you need a higher minimum ip unless you don't mind teams using that strategy.
