I don't know if this is the appropriate forum for this, but I am seeking owners for a 12-20 team 40 man roster league. The draft will be this month (as soon as we get enough owners - we currently have 8). Some rule specs:

Rosters will be composed of major and minor leaguers, and we can keep up to 40 players from one year to the next. All international free agents and players taken in the amateur draft will become available during the end of the year draft, and players without major league experience will not be available as free agents during the season. The rules document is more complex, and I would like to speak with anyone that's interested before adding you to the list of owners.

I'm looking for at least a 5 year commitment, but would ideally want owners that will stick around for the duration of the league. The entry fee for the first year is $20, and will not exceed $50 unless every member agrees to do so. I have drafted a complete rules document for a similar league I'm running so interested owners can contact me on AOL Instant Messenger at RSoxNo1 for this information.

Ultimate Dynasty League Rulebook

This league is a dynasty-keeper league that will last as long as the league members remain committed. Out initial draft order will be determined as soon as we have enough league members, and the draft will begin immediately thereafter.

Roster

Your team will consist of 40 players total: An active team of 21 players, 9 Bench Spots and 10 inactive players. If the inactive players are in the major leagues, they will exist as free agents in the Yahoo! Player pool until that team’s owner wishes to move them to their active roster. The inactive players will be free agents until that team’s owner wishes to move them to their active roster. This is only because Yahoo’s fantasy leagues have a cap of 30 players per roster. During the season, a player must be able to fill the 21 roster spots with players currently in the Yahoo! Player pool. Exceptions will be made if a player is on the disabled list. It is not necessary to have all 21 spots filled at all times, however, if the commissioner feels that a particular owner is deliberately keeping players from earning points/tanking the season the commissioner will reserve the right to take action. This action may involve freezing a roster, or in extreme cases – banning a league member. Acceptable behavior includes benching players for certain match-ups or riding hot and cold streaks.

The nine man bench can be any combination of hitters and pitchers, and in some cases will be left incomplete on the Yahoo! Fantasy games site (because of minor leaguers that aren’t in Yahoo’s Free Agent Pool). There will be 2 DL slots. A player who is on a major league team’s 40 man roster must actually be designated as being on the DL by his real life major league team (15 or 60 day). We will wait for Yahoo! to place a player on the disabled list before the move can be made official. This spot is not reserved for players who are simply “hurt” or “day-to-day”.

Inactive Roster

For all intents and purposes, this is your minor league team. However, this team can consist of all major leaguers, all minor leaguers or a mix of both. These players will be technically owned by you on the Yahoo! Groups Site, but will exist as free agents in the Yahoo! Fantasy League Sites.

Should you wish to make an add/drop of a player on your 2nd team, please post the move of a player from active to inactive and vice versa. The league roster file is updated on a regular basis to keep it as accurate as possible. This roster file will have a list of all owned players and will be provided to everyone via excel spreadsheet in the “files” section of the Yahoo! groups site, however it is the individual owners responsibility to make sure they are not picking up an owned player.

Additional Notes and Rules

• Games played max will be set at 162 games per active roster spot on offense and 1475 Innings Pitched for Pitching.

• Position eligibility will be based on the host services guidelines along with our own set of positional eligibility guidelines for relief pitchers.

• The league’s in season trade deadline will be July 31st.


Transactions


Add/Drops
Any Major League player not currently owned can be added, as long as that player has been previously eligible for one of our Annual Drafts. Protocol would be to first add the player to your physical active roster, then announce the add/drop using the Yahoo! Groups site. This is done in order to eliminate any confusion relative to who claimed whom first. In the case of a player being added who does not exist in the given player pool (Minor League players, that have made their debut but have not yet been added to the player pool), the first post made to the Yahoo! Groups site would get said player. Minor League players can only be added if they have previous Major League experience or they were drafted previously in the league. International free agents signing Major or Minor League contracts will only be available in the following year’s Annual Draft. Previously unavailable Minor League players will become available at the conclusion of their first Major League game. If a player appears in the Yahoo! player pool, but does not qualify to be owned in the league at this time, claims regarding that player will not be honored.

Waiver Claims: There will be no Waivers in this league. Eligible Minor Leaguers will become available on a first to act basis when they appear in a Major League Game. This does not include players that were drafted during the season’s June Amateur draft or those that signed as international free agents during the season or after our Annual Draft; those players will be available in the subsequent year’s Annual Draft. Additionally, players that held out from the previous year’s Amateur Draft, and signed after we had our Annual Draft will not be eligible to be free agent acquisitions; they must first enter the Annual Draft.

Trades and Trade Review
The in season trading deadline will be midnight on July 31st. Trading will then open again after the last regular season game (this includes any tie-breaker games prior to the Division Series). There will be no formal trade review. All trades will be processed on the excel file as quickly as they are reviewed and read by the Commissioner – however, the owners involved in the trade are responsible for making the trade on the Yahoo! Fantasy games site. Trades should also be confirmed by both owners, however they will be processed as soon as the first announcement is made. In the event that a trade was reported in error, the commissioner will take the necessary actions with respect to point adjustments and/or reprimanding the owner that posted the trade incorrectly. In the event that a trade puts an owner over the maximum roster size, the owner will have 24 hours to drop the necessary players to get to the maximum roster size. The commissioner does reserve veto power in the case of extreme circumstances involving collusion.

Fees, and Prizes

For the 2007 season the league entry fee will be $20. For 2008 and beyond the entry fee may increase to $50. This is subject to increase even further based on league opinion. The prize distribution will be determined when we have a set number of owners.

The entry fee must be paid for the following season before the annual draft occurs. Owners will have a deadline of a week before the draft begins to pay the commissioner that year’s entry fee. If payment is not made, the commissioner reserves the right to seek a new owner and/or prohibit that player from participating in the draft.

The Drafts
Draft picks may be traded. If an owner does not make a pick within his allotted time limit, they will be skipped and left with an empty player for that pick in the draft. The owner who was skipped may then jump in the draft at any time afterwards to make their selection. Additionally, if an owner drafts a player that has already been chosen, they will have to make a new pick. However, the draft will continue and that owner will also jump in at any time to re-pick.

The First Draft
This is the first draft for the league. It will be a classic snake-style draft with the last pick in one round making the first pick in the next round. There will be a 2 hour time limit (after the previous pick) per pick from 9AM EST-11PM EST during the week and a 12 hour time limit (from the previous pick) between 9AM EST on Saturday Morning until 11PM EST on Sunday Night. Obviously picks can be made outside these windows, but people will not be on the clock during this time.
Please note that trades involving draft picks in this draft always need to include an equal number of picks for them to be considered official. For example, trading a 2nd and 5th round pick for a 1st round pick wouldn’t work unless another pick was thrown in with the 1st round pick, like a 7th round pick or even a 40th round pick. The following players are eligible in The First Draft:
• Any active player who has been paid to play professional baseball. This includes unsigned free agents that have not yet declared retirement. Unsigned draft picks from the previous year’s June Amateur Draft are not eligible
• Any player in the current years Yahoo! player pool before the draft has started is also eligible

Annual Draft (2008 and beyond)
Trading will begin at the conclusion of the regular season (this include tie-breaker games to determine which teams will go to the Division Series). Teams will have until November 1st to get their roster down to 40 players (no DL spots). This can be achieved through trades and add/drops. After November 1st, owners will still be allowed to make trades and drop players leading up to the Annual Draft, but they will not be able to add new players. If any owner still has more than 40 players on his roster at this time, the players in the DL slots will become free agents and be available in the Annual Draft.

The Annual Draft will begin at 5PM on the first Sunday that follows the first Saturday of January. Teams will be on the clock from 5 PM to 11 PM and there will be a 2 hour time limit to make a pick. Players eligible for this draft include any player drafted and signed in the previous season’s June Amateur draft, any international free agent that has signed a contract since the previous year’s Annual Draft, any hold out from a previous Amateur Draft that was not eligible for the previous years Annual Draft and any other Major or Minor league player that is unowned in the league. The order of this draft will be the reverse order of the prior year’s standings and will not be snake-style, but rather more like the MLB Amateur Draft, with the last place team getting the first pick in every round of the draft. Before the draft begins, owners must create space on their roster for potential picks. If an owner has no room on his roster to draft a player, they will be skipped. Dropping of players will not be allowed during the draft – the only way to lower the number of players on your roster during the draft is through trades. Additionally, trades made during the draft cannot put an owner over 40 players.

At the conclusion of the draft, teams will no longer be able to add previously un-drafted minor leaguers as free agents. They will have to wait until the next Annual draft, or for the desired player to be added to a major league roster. All other activity will be allowed after the draft including add/drops and trades.
