In reality, there is too much power that is distributed throughout the central and state government for someone not to know about the conspiracy and report it. The president answers to thousands of people that in turn answer to him, those people all have secrataries, all have councellors they speak with, families, etc...
Basically, if there was a conspiracy, roughly 15% of thwe country would have known about it and didn't do anything
