Penny is a 2nd tier pitcher. Think of Mulder or Pavano but with more K's. IF he stays healthy.

Apr 25 Dodgers pitcher Brad Penny made his season debut following a nerve injury in his right biceps on Sunday. Penny gave up six hits and four earned runs while striking out four in five innings of work against the Rockies.
Views: It wasn't a pretty first outing, but he's shaking off the rust so cut him some slack. Keep an eye on Penny because before the injury last season he was lights out and if he gets himself back to 100-percent, he could be that type of pitcher again.

I'd still say that he's some risk to return to the DL at some point during the season, but the dodgers have given him a lot of time to heal this bicep nerve injury. i wouldn't give up quality players trying to trade for him until you've seen him throw 100+ pitches and be quoted as "feeling good" afterwards.
