My Top 3 would be
Piniero, Weaver and Millwood, in no particular order.
Agreed. Pineiro is also a risk.
Baseball is a game where a curve is an optical illusion, a screwball can be a pitch or a person, stealing is legal and you can spit anywhere you like except in the umpire's eye or on the ball. ~Jim Murray

How many do you keep?
If this is a league where you only keep say 4-6 players, you're probably not going to be keeping a guy off this list.
For this year I like:
Penny
Millwood
Pineiro
However, if it's a dyansty type league where you will be keeping most of your roster, it may not be a bad idea to lock up Scott Kazmir right now. I think he's capable of posting numbers comparable to the rest of the group this year, and blowing them all out of the water within 2-3 years.

I like
Piniero
Davis
Penny
off of that list for this year, if its a dynasty type league Kazmir is a great option too.

thanks guys. We will be keeping 10-15 players, and Kazmir went, so I took Penny, but still looking to take an SP again, so any more opinions are more then welcomed!
