Value wise...I don't think Soriano is a first round pick at all...his numbers should be more worth a mid to late second round...Tejada is rightfully considered a mid to late first round pick...
But as to taking either one of them first over-all....I wouldn't...more value will be gotten from Pujols, Vlad, A-Rod or Beltran....

no posistion scarcity IMO isnt that big of a deal to me in the first rounds, pujols, vlad, arod, and beltran should all be picked ahead of those guys for sure especially soriano who i think is an early second rounders, Tejada though IMO is worthy of being drafted at the number 5 spot though

I'd go with Soriano. Both of these guys play in little parks with big lineups. But Soriano runs. And I'm suspicious of Tejada's bulk. He could be juiced-- a real drag for a first round pick if it turns out that way. Up the middle this year, I'm looking for speed. Jimmy Rollins kinda guy.
I'd go for pitchers first. Santana. Johnson. Schmidt.
Then I'm drafting parks and lineups-- Rangers, Orioles, Todd Helton. You can't drug a stadium.
