Not sure how far in the future you are looking by for this year I have them projected at:
Burnett 16/3.28/1.22 15th overall SP
Zito 14/3.56/1.25 25th overall SP
Perez 11/3.69/1.17 29th overall SP
Garcia 15/4.09/1.30 32nd overall SP
Bonderman 14/4.05/1.25 33rd overall SP
Escobar 14/4.13/1.36 43rd overall SP
Arroyo 15/4.12/1.28 45th overall SP
Big drop from Burnett to Zito and then again from Bonderman to Escobar.

I'm ranking these in a 5x5
Burnett
Escobar (I really like him this year)
Perez (I am ranking these in a 5x5...in a 4X4 I take him second)
Bonderman (K's are a given...he breaks out this year or next, I'm banking on this one)
Zito (I just don't think he's gonna rebound enough)
Garcia (Too inconsistent for my taste)
Arroyo (I'd take him above these other two guys IF he was guaranteed a job -- if Miller gets in the mix we don't know if he gets cut)

i have to admit i was unaware that burnett's k/9 was as high as it is, but at any rate, i would have to rate him at the top of that list, althpugh i wouldn't necessarily have arroyo at the bottom... i might put od perez there...
