That is the purpose of a news conference... to make an announcement, then field questions.
To limit the questions means the speaker should re-name the event... because it is not a news conference in the traditional sense.
Maybe he isn't calling it that... but I am not sure what to call the event....
I'm pretty sure he can't really talk about steroids anyways due to rules regarding Grand Jury testimony etc, not like he would anyways though even without those rules

Who cares? I mean, unless it's a retirement conference (which it obviously is NOT), then it really doesn't have any relevance whatsoever. Why would Bonds (or anyone) admit to anything? I don't like the guy, but he's just protecting himself from being backed into a corner by the media. It makes sense.

Just another instance where we get all excited because there's a press conference but then we feel the disappointment when there is no substance to anything said there.
