Don't know who the Cubs GM is but I think he's the top canidate to get the AX. They have the best Rotation in the Majors and still can't make the playoffs.

I agree it will be Philly. They're the only NL East team who weren't major players in the FA market (Lieber is the only one who comes to mind)...factor that in with their disappointment over the recent years even when they were huge FA factors and I think he's gone.
