Like always, it depends on the rest of your staff. Do you want somebody that is going to get guaranteed numbers? Neither one of them strikes many out, but I think if you wanna go w/ the safer choice, take Lieber. Obviously Westbrook has much more upside, and has the chance of striking more out this year.

Lieber, They say the second season after surgery, is when a pitcher will return to his best, and if the end of last year is a sample, this is a no brainer.

Lieber. I really like him this year and think he'll produce well above where he's being drafted.

Exactly. Westbrook was lucky on balls hit in to play last year. A pitcher with his very modest K/BB ratio isn't going to have an ERA in the low 3s consistently.
