The limits are 468 x 100 pixels and 10kb. As for lowering the quality, if you have photoshop (which I assume you're using), go to "save for web" and then tweak the quality. Usually in order to get it under 10kb, the quality has to be somewhere between 40-45, sometimes more, sometimes less depending on how complicated the sig is.

For lowering the pixels, go to "image size" (that's what I think it's called) and chance it to cafe limits. Remember to keep it in proportion or else it'll look awkward.

If you save as a .jpg in Photoshop, you've got a 1-12 slider bar for quality. Less flexible than the "Save for Web" option, but quicker, too.

10kB shouldn't be that hard to achieve.
