This is a keeper league, so keep that in the back of your head, but don't let it change your ranking of them unless they are essentially even.
Rank these guys in order if you could (comments why welcome):
Brad Penny
Livan Hernandez
Bartolo Colon
Zito
Odalis Perez
Vasquez
Radke
Maddux
Smoltz
I know it's alot, so if ya just want to do top 5 or whatever that's cool. Odd are I'll be taking a pitcher next round, so I want to decide ASAP. Thanks in advance.

you might want to add Moose to that list. He should not be available in the 10th round.

Smoltz - still good pitcher untill proven otherwise
Vasquez - will bounce back in NL - Great K pitcher
Maddux - not like he used to be but still very solid
Radke - very underated pitcher - has been solid for years
Livan - pretty good pitcher - bad team
Brad Penny - should do well in LA
Odalis Perez - decent pitcher - don't expect a lot
Barry Zito - I am worried that he has lost it
Bartolo Colon - Fatso - what else can I say?

vasquez- big rebound coming
colon- pitched great at times, and very well at the end of the season
zito- he knows he has to become great again. expect him to.
smoltz- can he start again after years of relief?
penny- when healthy, can be brilliant
maddux- very dependable
hernandez- already stated: good pitcher, bad team
radke- i can never predict him. could be ace, could be scrap
perez- hes decent, but i wouldnt expect much from him

here i go...i might get some heat for my number 1 but i got a feeling about this...i dont really know where to put smoltz since its been a while since his last start...if he was the closer id have him at the top of this list...so i left him out
1. Barry Zito - He is still very young and expecting him to bounceback big time this year...He is the undisputed ace in oakland and should pitch like one
2. Javier Vasquez - Has great stuff and will get u a lot of k's and wins if he gets the run support.
3. Brad Penny - if hes healthy he will use that big field to his advantage.
4. Bartolo Colon - took him a while to get comfortable in ANA...expect him to have a more consitent season then last years mess.
5. Radke - The twins didnt make him opening day starter for no reason,..he has good stuff and might do even better then last year trying to keep up with johan
6. Maddux - Has been doin it for years...usually a lock for 15 wins and a era close to 3.00
7. Livan Hernandez - decent pitcher who eats innings
8. odalis perez - never been a fan of him...
greatest game on earth
