I agree about Reyes. Even though it's hard to justify taking him at all early considering his injury risk, the upside is that he could steal 40 or more bases if healthy.
Unless Gathright can steal first, hes not going to be a legitimate basestealer in this league. He does not get on base enough, maybe in a few years he'll pan out, but I dont think he will this year.

Also consider anyone in Toronto as likely to have an uptick. No one ran his guys less than Tosca, so even if the new guy steals only as much as the average MLB manager, guys like Wells could easily wind up with 15+ SBs. Also helping the Wells case is the fact that no one of consequence is hitting behind him.

the problem with the jays SB situation was not tosca. gibbons is not likely to change anything regarding SBs in toronto. JP says no one runs, so no one will run. as long as JP is in charge expect toronto to be in the bottom half of the majors in SBs.
