I'd go after guys like Wade Miller who is having a horrible start but will turn it around and roll in the wins later. For you W's are as important as any other category, because your staff sucks.

Beckett could probably be gotten cheap. He'll get big K's, a few wins and acceptable ERA and WHIP. Lilly could help you in W's, K's, ERA, WHIP. Try to pry him away. Maddux owners might be wary, but the time to trade for him was a couple weeks ago. Oliver Perez might be on waivers. He had some VERY good games lst year. He'd be cheap at the very least. Halladay owners could be fleeced at this point. Blue Jays will get him some wins, no doubt. Look for starters who are winless or have 1 win. They can usually be gotten cheap. Even after his fine start, Woody Williams is undervalued. He gets wins for the Cards and shuts the opponent down.
