what kind of pitcher upgrade do you think i could get for him... his 3 wins have to look good for someone... maybe a pitcher off to a slow start? any suggestions on who i could possibly target?

I don't think there is much market for Peavy.

You can offer him, but I don't think you can demand too much. Miller and Burnett are good pitchers off to bad starts, but I wouldn't trade either for Peavy, and might be less likely to trade with someone who offered it.
