Steve Vai by a mile. He totally destroyed Ralph Macchio in the guitar duel in Crossroads (no not the Britney Spears movie, you can get your hand out of your pants now).
Well, if I am not mistaken, Joe Satriani taught him a thing or two in guitaring (his guru?), but I don't really know exactly. Anyhow, I haven't listened to many pure guitar albums, but G3 in concert is just AMAZing. Try to get a hold of it if you haven't heard of it, it is an album by Joe Satriani, Steve Vai and Eric Johnson.
Don't know much about Vai... he was in Whitesnake, and was also a member of Zappa's band along with Terry Bozzio. I like Zappa... I don't like Santana... so Vai gets my vote. Santana was really good but I just don't enjoy that type of music.

All 3 are very talented.
Another tidbit about Vai is that he was in David Lee Roth's band right after he left Van Halen.

Yeah but he's been recycling the same stuff for 30 years. Plus, he's been reduced to playing with crappy pop stars. I gotta go with Vai. Who else can make a guitar talk and laugh?
Trivia fact: Steve Vai provided the musical score in the movie PCU. So when the pre-frosh is running from the angry mob, that's Vai's guitar shredding in the background.
