His record breaking season isn't the only season he's been taking 'roids. We know he took them in 2003 and I'd bet good money he used them in 2002 as well as 2004. Who knows before that. He may have been using them, may not have been. Whether or not he's a hall of famer without the 'roids is irrelavent in my mind. He cheated. He disgraced the game. If Pete Rose can't be in the HoF, then neither can Bonds IMO.

During the HR binge, 1998-2001, there were no specific baseball rules banning the use of steriods. So should he be punished for NOT breaking any rules? His legacy has already been tainted. He will not join the pantheon of legends (Ruth, Wagner, Mays, Mantle, Aaron, etc.)

That's pretty much how I feel. He never broke any written rules at the time so while I don't see the records as legitimate, they technically still are, and nothing should be done to reverse that IMO. I agree that even without all of this steroid mess, he'd never be held in as high esteem as the players you mentioned.
I'm a no tolerance man. If I could, and I was commish, I'd strip his name from the record books and ban him from the game, a la Pete Rose. Same with all the other users, no matter the team.
How about a deal? All of Barry's accomplishments will be left standing and unchallenged. In return, Barry retires from the game and never takes another at bat.
He keeps the records he has but doesn't get to break any more. That keeps MLB from having to re-examine the past and dig up old dirt while at the same time ensuring that the game isn't compromised again.
