Way, way, way too early to call out busts on any player or team. Remember that the Angels started last year at 6-14. RJ and Maddux could well turn it around but I doubt they will have years anywhere near their normal calibre.
Its never too early to predict busts. There was a thread a few months back on it. 1 year wonders like Paul Byrd and Randy Winn scare me. I dont like Russ Ortiz out of SF. Spiveys drastic splits frpm last year, are a concern, as are Hunters, but Hunter does have some talent.

i also agree that it's way too early to say who the bust of the year is right now, but some current underachievers who have thus far made GMs look like morons for drafting them:
pat burrell (.220ish, 2 hr, 9 rbi, whiffing at a slightly super-burrellesque rate)
frank thomas (but he was an early pre-season free agent pickup for most)
randy johnson (leg or otherwise, he's a top 3 pick in the draft, where you want for-sure production)
mike piazza (.235/2/3 doesn't cut it for a catcher who people draft early)
carlos beltran (slow start after an injury, usually a top 15 pick)
torii hunter (despite 11 rbi, .179 doesn't do much for anyone)
freddy garcia (2001 is looking more and more like a fluke)
greg maddux (7.52 ERA, 1.75 WHIP, and he's on pace to strike out a whopping 114 batters. he's given up 7 HR (he gave up 14 last SEASON), and is on pace to serve up 54 home runs (53.6) )
paul konerko (.200/2/7)
roberto alomar (.286/0/5/2sb - not terrible, but when d'angelo jimenez is putting up better #s than you...)
lance berkman (.229/1/3? ouch)
miguel tejada (.175/3/11- my uncle hit it on the head during easter, here's a man who played over his head last season)
brian giles (before his injury, he was hitting .226/0/4/0 SB)
cliff floyd (he started off very hot last year then faded. this year, he's .246/2/6/0 SB. now the fade looks to be scary)
armando benitez (he's putting up incredible numbers, too bad they're 6.97 ERA 2.42 (!) whip, 5 saves, 4 blown, 3 losses )
hell while we're at it, the new york mets (when jeromy burnitz is your best player...)
i'm waiting for halladay to escape the AL east before calling him a bust. i think mulder sucked early last year too, so i'm not damning him yet.
i'm sure there's more, but thats the list i have so far.
Tejada sucked at this point last year too but you are damning him so why not mulder. Half of your list will be back on track by midseason. I think it is way too early to be picking busts but I'm glad their are people that feel that way if there weren't than I wouldn't be able to get beltran for almost nothing.
