Howdy folks! Back from a long hiatus. Nice, relaxing vacation, and I'm ready to get talkin'!
ditto for what Arlo says. If your truly dissatisfied with a pitcher on your roster, why not take the risk on Brown? You know if you're thinking about it, someone else in your league is. If he's a free agent, all you lose is some guy you want to waive anyway.
If you are satisfied with your pitchers, or if you have no bench in your league, then let someone else take the risk.
Whatever you do, make the decision quick, because someone will grab him soon. If you wait until his first start, and he shows any decency, he will be gone. Better to let him wait that first start on your bench. Again, I'm assuming you have someone you'd like to get rid of.
