If I understand you correctly, there is no special program to get a webpage into a post. Just hit PRINT SCREEN, paste it into PAINT, and save it as a .jpg. Then, go to http://www.filedeposit.com/ and upload it there. Then, post it here in between img tags. As for a program to circle it, I don't have it. Someone did this for me. I would assume that PhotoShop is the popular choice for this.

And irish, you just have to take a screenshot (the Print Screen button), paste it in Paint, then you can just take the paintbrush or whatever and draw circles if you like.
