For the rest of this season, I like Rios. He is in a great position in their lineup rather than at the end. I am holding onto both until the end of the season, since I will need to drop one at some point. Lots can change during the end of the season.
Everyone keeps saying Sizemore is "something special". I am unsure why they keep using this same phrase. I guess people are just repeating what they have heard on TV.

In terms of Fantasy the better player will likely be Rios. In terms of real baseabll Sizemore will probably end up being better because he will walk more. I'd say it depends if your league uses oba. I would also say that Rios will take longer than Sizemore to develop his power. You also have to consider that Toronto really doesn't allow its players to run (see Vernon Wells).

Huh? Sizemore will almost certainly be starting next season, and so will Rios.
Longterm, I like Rios better. Even if the power never shows, ths is a guy who can hit .320 and steal. As it is, he should be stealing way more than he is currently, but he's playing for Tosca, who pretty much has outlawed any version of small ball (which, BTW, is exactly what the Jays OUGHT to try instead of what they're doing).

Sizemore has gotten a few big hits already. He has a ton of breakout potential too, and he may satisfy it sooner than Rios.
