Which direction does the wind blow when it's blowing out?
edit: cause right now it's blowing 11 mph SW and I'm not sure what the implications of that are

No, it's just the opposite. A SW wind means the wind is blowing out to left.

I wonder, if the wind is blowing in, how much it affects the direction of falling concrete chunks at Wrigley?

No, no, no. If you hear "SW wind at 15mph" that means it's blowing FROM the SW TO the NE - the wind orientation is always the direction the wind is blowing FROM.
If you don't believe me, just watch the game so far...
