Interesting item. An old-timers game might be possible, but it seems doubtful. Most of those players seem a bit obscure for most old-timers formats; besides, Money was still active into the 80s.
If I had to guess (and that's all this is), I'd say that these signatures were collected on the same ball at different times (Philadelphia sounds like a likely site). Perhaps a collector brought this ball with him every time he went to the park, and picked up these autographs over the years?
As to its worth, it's hard to say. Probably not much (again, just guessing) since there aren't any big names (and probably no way of authenticating the signatures), but on the other hand, some of these signatures may be hard to come by.
In any case, definitely a nice, interesting ball!
