Dean is a good guess. On 8/6/67 he pitched a 5 inning perfect game against the Red Sox in a 2-0 victory. That means he faced 15 batters.

The pitcher I'm looking for pitched a 4 inning complete game 1-hitter losing 1-0 when it was called because of rain before the bottom of the 5th. He retired 12 batters and gave up a home run so he only faced 13.

I remember reading about it in James' abstract, I'll have to dig that up at some point. I'm thinking the winning pitcher was Jim Palmer and the losing pitcher (the answer) was a Royal.

If its called before the bottom of the 5th isn't it not an official game? Therefore the pitcher wouldn't be credited with a complete game, because the stats are wiped for those games. Are you looking for a un-Offical game? Or did this take place before the 5th inning rule took effect or something of that sort?

If the home team is ahead they don't have to bat in the 5th. The visiting team got their 5 at bats so it was an official game. The losing pitcher pitched 4 innings and gave up just one hit.
