Haha, nice find.
It looks like Manny has been watching Tom Emanski's Dynamic Practice Organization tapes a little too closely...the only reason the little leaguers have 3 cutoff men is because they can't throw the ball the whole way to the infield.

With Damon's arm, Manny should have run out and taken a hand-off.
Is it possible that Damon's throw was way off line and would have missed the cut-off man? I couldn't tell from the video.
