i can start as many as I want but I want to be just over the minimum number of innings pitched which is 15.

pitching categories are:
walks, homers, hits, era, whip, wins, saves, earned runs, total bases, and strikeouts.

With those categories I would start Wood, Clemens, Clement. If you have good RP that most likely eat 4+ innings I might not even start Clement.

Oh, I misread that you only wanted to be slightly over 15 ip. In that case, I would probab go with Clement, Clemens, Penny. I went with Penny because I think he is due for a solid start.
