Skipping the 5th starter

Do most teams skip the 5th starter when there is an off day? The Cubs had an off day yesterday meaning Clement has had 5 days rest but they are still starting Rusch tonight. I'm interested to hear your thoughts. Any others teams not skipping? Or is not skipping common practice?

It's usually not very common...sometimes they get skipped though. Toronto was using a 4 man rotation throughout the year last year, and other teams just randomly will skip a starter due to injuries or ineffectiveness, but usually they pitch the 5th guy.
