What is everyone's general take on starting a low-end pitcher twice versus a good pitcher with just the one start?

it all depends on matchups really. Also depends on what u mean by good. I studs every week no matter what the matchup is unless they are in coors. Other than that I would start a garland going twice over a glavine going one time without knowing who they were playing. If the avg pitcher is on a good team and you are in a head to head points league I like the double.

the key is to get guys with 2 starts that have good strikeout per nine inning ratios. A good example is Rich Harden. If he has 2 great starts, you've probably won your week, but if he gets hammered once, at least you know you'll get a combined 15 or so strikeouts for the week so you will probably at least win that category, plus you double your chance for a win.
