My fantasy league consists of a dozen friends who all know and hang out with each other all the time so it's a fun league because of that.
We have one guy however that has a history of making shady trades. We also do fantasy basketball and he ended up making an extremely shady trade with the last place team that moved his team from 8th to 2nd within about 5 weeks time.
Now, in our baseball league, he's just made another shady trade with (once again) the same guy he made a trade with in basketball and now his team is so stacked, it's ridiculous.
We do have a policy where if it appears the trade is so ridiculously one-sided, the commissioner will veto it but these trades these 2 guys are doing end up going through because the last place guy keeps making a strong case as to why he took those particular guys(i.e. He needs future keepers, or he's looking for young up and coming talent, etc.) so the commissioner lets the trade go through.
So obviously, this trade policy we have going isn't working and I was just wondering what you guys think the is best way to go about handling trades to make sure shady ones like these don't keep going through?
It will be alot easier to help you out if you give a few examples.
But in general, if someone can justify why they made a certain trade, I dont see how anyone can complain. You and the other nine people need to bring it up to these two and see if they really can justify what they are doing.

well, that is the problem that sometimes arises in keeper leagues
one guy is prepping for the future, while another guy is playing for now.
the other owners may gripe about it because it decreases their chances for victory this year. you have to realize however that the other guys IS making a sacrifice. he is sacrificing his chances for next year.
of course, some trades could just be bad all around, in which case maybe there is collusion.
What are the specifics of this last shady trade? We may be able to help you more that way.
Also, you need to go off on that last place guy who seems to be the trade pasnsy. Call him all sorts of humiliating names. Seriously, everyone in your league needs to be outspoken about the issue. You may just hit a nerve sooner or later and hurt his pride. He may then stop the shadiness.
Maybe the benefactor of these trades is a great salesman.
While I don't believe any trade should be vetoed, your league may need to vote on all trades.
As for you guys all being friends and always hanging out; remember, fantasy never sleeps.
THE EXACT SAME THING HAPPENED TO IN M LEAGUES, in the basketbal leagues, team A was 7th and B last ad they tried to do various bs trades but they kept getting vetoed, but he got one through that gave him ray allen, but both of them ain't make the playoffs. Now team B is first in baseball and team A is last, so he returned the favor giving A. Ramirez and J. Lopez for a bunch of bumbs
