I know that Sports Weekly rates all the parks with a nice rating system pre-season, but now, I am not sure where to find it. MAybe search through their website? I am not sure between those parks though, I think they are both neutral...look more at the pitchers (R or L handed and how strong the power hitters are against that handed pitcher) in parks like these.

No they did not rank it because the ranking system takes into account extra base hits, homeruns, etc. It is a pretty cool system, but because there were no games played there, it did not rank. But, I would gues that it would rank with the worst of them...LA, Florida, etc. That outfield is ridiculous, four guys could play out there and there still would be a gap...

100 is neutral. 2 year park index (02-03) for runs.
Turner 96 run index
Jacobs 94 run index
Pretty much a push, as they slightly favor pitchers, to being neutral.
On a side note, that site listed at bottom, shows absolutely nothing on ACTUAL park indexes. It only shows numbers influenced by the said players. Don't get confused like many do.
