heard he is lowering his era slowly and has corrected a mechanical flaw...he was just dropped in my keeper league, should i pick him up?

Since you're in a keeper league, if you have a roster spot to play with I definitely would.
He should definitely be closing this year once Reds management decides they aren't in contention any more and they trade Danny Graves...
Wagner's got great stuff, if you look @ Ryan's college #'s, they are just SICK
