Some leagues only allow you to change your lineup once a week. In those leagues it is typically beneficial to have starting pitchers pitch as much as possible so as to accumulate as many countable (W,K) stats as they can. Articles like the ones that you have cited simply list those pitchers to help managers make decisions as to who to start in a particular week.
