I think they are trying to trade him, and they want him to have few good outings so that they can get something for him.

At some point, thiough, the cost of trying to pump his trade value is going to be too high.

Mantei is eventually gonna get traded, so gotta figure they keep trooping him out there in hopes he gets it together long enough to generate some decent offers. Fro what it's worth, he seems to be throwing okay, just doesn't have good command right now, so he may get straightened out.
