I think they are trying to trade him, and they want him to have few good outings so that they can get something for him.

Matt Mantei 2004 Salary: $7,000,000

vs

Jose Valverde 2004 Salary: $320,000

there is a little difference in their pay.

Mantei is eventually gonna get traded, so gotta figure they keep trooping him out there in hopes he gets it together long enough to generate some decent offers. Fro what it's worth, he seems to be throwing okay, just doesn't have good command right now, so he may get straightened out.
