Best pitcher for back of my rotation.

I'm trying to find a pitcher that I can figure to plug into the rotation every week without loosing too much sleep. Of the following, how would you rank the following pitchers?

Radke
Od. Perez
Santana
Penny
Ru. Ortiz

All of these guys are on a competitor team who is interested in Burnitz. I would probably package a Meche - but this time I'm just interested in analysis of the above pitchers.

I like Penny the best out of all of them.

1. Santana (should easily have 200-250 Ks if he holds up for 200 innings)
2. Perez (improved offense should mean more wins and plays in a weak division)
3. Penny (has great upside but I don't like him as much as Perez or Santana)
4. Radke (not a bad back of the rotation starter, he plays in the worst division in baseball so that should pad his stats, strong second half last year)
5. Ortiz (probably will be the most expensive of this list to get, and is the worst. He is a mediocre pitcher that got lucky with run support last year; his WHIP has always been below average to terrible. Plus, the Braves offense is way weaker without Sheffield, Lopez, and now Chipper going down. Bust of the year candidate.)
