Parks are ranked according to their effects on offense where 100 equals the average effect of a park on offense. A 103 means that the park boosts offensive stats about 3% above the league average.
It's important to remember that park effects vary from year to year, differ across different statistics (some parks boosts homers, but reduce batting average), and differ according to their effects on RH and LH batters, too. It's easy to over-estimate the effect of the park on a hitter.
