Keeper draft -Harvey or G Polanco?

I'm in the midst of a keeper draft. League rules aren't all that important except that a MLB player can be kept for 2 yrs and a minor leaguer can be kept a total of four years.

Would you draft Matt Harvey or Gregory Polanco? Polanco would obviously help potentially in the second half of this year, and in could keep him 4 more times. Harvey's out this year but has the proven track record of MLB dominance.

I'm a Buccos fan myself and I'd go Polanco just because he could help this year and can keep him for an additional 4. That seems like the safer option for a top prospect.

I think I'd actually go Harvey. Maybe a little risky, but he was the BEST starter last season before he got hurt, was he not? Top 3 at least.

Well Harvey is a year+ away Polanco probably earns a job with PIttsburgh outside Cutch and Marte so I would take Polanco and have him for longer.

I'd get him for three (draft year plus two more) as opposed to polanco for 5 yrs total.

Harvey is a top-tier starter, when healthy. But drafting him in a keeper league is betting he'll be in top-tier shape in 2015. This isn't guaranteed. I would compare him to Adam Wainwright, who had a full year of inconsistency in his first season post-TJ Surgery. For me, I'd rather have 5 years of Polanco over 1.5 years of Harvey.

What happens to your keeper rules when a minor leaguer gets called up? Do you still get to keep him 4 times by virtue of where he was (majors/minors) when you drafted him? If Polanco comes up to the majors and can still be kept 4 times, then the decision to draft Polanco is even easier.
