I know in one CBS league I'm in, WHIP or ERA usually suffers if a team has too many starters, incluess they have a team chalk full of Cliff Lees or Felx Hernandez's.
Maybe have an innings pitched limit?
In a shallow league, you can definitely stream guys who are "good enough"- they won't kill you in your ratios, but will definitely help your counting stats with a favorable matchup. In points leagues, streaming 2-start pitchers is common. In my long-time H2H league, we have 5 bench slots and every team usually has 4-5 starters in them.
