Lock your rosters on Mondays.
Limit the bench and DL size.

Just attach a large(er) negative number to no decisions and losses and you'll see people stop streaming rather quickly as you offset those counting categories with a big fat negative for being crappy / average.

Maybe it's just me, but when owners "stream" starters, doesn't it just make their lineup weaker in other areas?

I know in one CBS league I'm in, WHIP or ERA usually suffers if a team has too many starters, unless they have a team chalk full of Cliff Lees or Felx Hernandez's.

Maybe have an innings pitched limit?

In a shallow league, you can definitely stream guys who are "good enough"- they won't kill you in your ratios, but will definitely help your counting stats with a favorable matchup. In points leagues, streaming 2-start pitchers is common. In my long-time H2H league, we have 5 bench slots and every team usually has 4-5 starters in them.

I usually play in 16 team leagues so that all of the decent pitchers are taken and there is not an option to stream. If you play in a 10 team league there are enough good free agent pitchers to stream all you want,
