I will always go for the proven talent at a discounted price than someone who hasn't done it before. I think a lot of people believe Wacha will be the Matt Harvey for 2014 but Harvey was a more developed pitcher. Wacha is really a two pitch pitcher right now and Harvey entered his second season with more developed secondary stuff.
If (Projected Price - Keeper Price) > (Projected Price - Keeper Price) then keep else keep the other.
There is a lot of potential next season along with Wacha including guys like Gray, Salazar, Cingrani, Wood, Wheeler and a bunch of other guys so if I were in the OP's situation, I would probably keep Scherzer.
