When do you vote on new rules?

I am commish of a 10 team keeper league - we've had 3 keepers for years, but every year we kick around ideas to improve the league such as expanding keepers for a fee. The problem is that some always complain that they would have managed their rosters differently had they know and rules get pushed out 2 seasons. When do you normally vote on any changes?

if you want to expand your keepers that should go into effect 2015. you can usually make changes in the offseason to go into effect the next season but the # of keepers is probly better the season afterwards. Perhaps you could expand by 1 w/o alot of fuss this year, but those owners who are complaining probly make the following season the right move

Most rules can be voted on in the spring for that year. If it concerns salary of players increasing or number of Keepers, it should be a year ahead of time so that all can plan things accordingly.

We usually vote on rule changes in the couple months leading up to the draft. If we ever make any changes to the way keepers work, it only affects future keepers; all past and current keepers continue to operate under the old rules. The only time we make exceptions to this is if we reach a unanimous consensus on a change.

For big changes that would have affected how someone managed their team next year, you have to wait a year before implementing. This would include:

number of keepers
stat categories
auction budget

minor changes can go through immediately (voting during the offseason)
FAAB budget
trade review mechanism
minor change in minimum/maximum innings

On timeline: We take rules suggestions about now, sometime around World Series. Then the commishes hold a Winter Meeting writing exact language of the new rule suggestions. And then full league vote early in the new year, January sometime. This timeline keeps everyone really involved and even sometimes allows passage of bigger rules in the offseason instead of waiting an extra year.

Agree with RedTiger as well.

One of my dynasty leagues allows owners to submit possible rule changes/additions right after our league championship with a deadline of Nov 15. Discussion is preferred prior to Nov 15 vote on each rule change proposed. A majority vote (75%) is needed for a rule change/addition to go into effect; otherwise remains as is. Voting last one week. And all teams must participate on the message board regarding each rule to be voted on.

All in agreement with Redtiger, We have a live draft so we also have live winter meetings in the spring (FEB). Minor things that do not effect the upcoming season, if agreed on would put through immediately. If it is a bigger rule such as stated by RT, would take effect the following season.
