Free Agency or Year Long Waiver Process

Hello. I am looking to see what you all think is the best, and most fair way of going about free agents. Last season my league had free agent blind biding for players on waivers, and an open free agency for all other players not on waivers. This season the commissioner has changed the setting to season long waivers, but with a $100 budget, 7 month season, and 10 managers it seems as though we will run out of money for waiver players fast. Then who would have preference for a player on waivers if no one has money? What do you think is the best league setting for unowned players to solve this? Thanks.
