OK, guys, ayebatter & I have had a chat, and we've agreed that trading draft picks is allowable with the following proviso:

All trades of draft picks MUST involve the same number on either side. So there is no trading of one high pick for two lower picks, for example.

Basically, every team must have a legitimate 23-man roster (with every position filled) at the end of the 23-round draft.
