Quickie question...I see there are managers here who finished in the top echelon of the Noobs in 2012. What is the criteria for busting out of the Noobs to the Pond Scum?

It's always been the top 5 get promoted, bottom 5 are relegated. I know we have one less team in each league this year, but I don't see any reason to change that.
