You pretty much said it. What are your other options in the Rule V draft? At this point Vizcaino is a lottery ticket - could be nothing, could be a dynamite closer, could be a strong #2 starter.

Things to consider: (1) If I take someone in Rule V draft, I accelerate the contract. They receive immediate 3-yr contract. (2) Deep dynasty league where pitching dominates.
So if I take a hitter, he needs to be studly fairly quickly. And Stephenson is only 19. And Delgado is, well, Delgado.
Vizcaion can help right away (All Star break, 2013), or he can be a Cub starter in 2014. Either way he has a bit of immediate value, provided his arm surgery went well. I took same strategy with John Lamb last year, and I'm hoping he blossoms this year.
